For those residing in the US, you, as the recipient of the parcel must initiate a Missing Mail Search with USPS: https://www.usps.com/help/missing-mail.htm. This formal process will allow USPS to investigate the status of your order and provide appropriate compensation should your parcel be declared lost or mis-delivered.
